Notice of Operational Flow Order 12/26/2022 9:40 am Weather conditions continue to deteriorate resulting in Rover experiencing widespread receipt point under-deliveries, and Shipper nominations have not been adjusted by Shippers as previously requested. Accordingly, pursuant to Section 6 of the General Terms & Conditions of Rover’s FERC Gas Tariff, to alleviate conditions which threaten Rover's system integrity, safety or reliability of service, this OFO is being issued effective immediately. Shippers and point operators are required to use their best efforts to comply with this OFO as soon as possible but in no event later than three hours, after which the applicable Scheduling Charges or Unauthorized Overrun Penalties shall apply.
In this regard, Shippers and Operators are required to take the following actions:
All Auto-Unpark nominations must be reduced to zero in the Supply Zone. All under-deliveries at receipt points must be brought to 0. All Shippers must reduce their nominations to match physical flow into the system. All unauthorized over runs must be brought to 0. All scheduling variances are reduced to 5%.
All nominations for receipts must match the flow of gas volumes physically delivered to receipt points across the system until further notice.
This OFO is expected to remain in effect thru gas day December 28, 2022, but may be extended as necessary.
