In light of weather forecasts projecting colder temperatures, pursuant to Section 7.7, GT&C, of Gulf Run’s Tariff, Gulf Run is issuing this Operational Flow Order (“OFO”) advising shippers and operators system wide that they will be required to maintain physical receipts at or above scheduled volumes and at or above physical deliveries , beginning immediately and continuing until further notice. Gulf Run will not be able to support short imbalance positions and will not be able to provide any tolerance for short positions and, accordingly, Gulf Run may reduce scheduled delivery quantities intraday to balance actual receipts and deliveries as necessary to maintain system deliverability and operational integrity. Gulf Run will not schedule long imbalance payback. Further, to maintain system integrity, effective immediately, Gulf Run will schedule down receipts and the corresponding downstream deliveries from any receipt point on the Gulf Run system that is shut in or no longer providing supply to the Gulf Run system. Shippers who fail to comply with this Operational Flow Order are subject to penalties (as set forth in Sections 7.5, 7.7 and 7.8, GT&C, of Gulf Run’s Tariff) equal to five times the Daily Cashout Price for the applicable delivery area, for each Day that this Operational Flow Order is in effect. Penalties for failure to comply with this OFO will be assessed beginning with Gas Day 25. Gulf Run will continue to monitor the pipeline’s pressure and imbalances and will update this OFO posting and take further actions as necessary. Gulf Run will schedule receipts and deliveries in accordance with Gulf Run’s Tariff. This Operational Flow Order will remain in effect until further notice and will be updated as more information becomes available.
